The 31-year-old Ivorian international is one of the top targets for the Nerazzurri this summer, and Mancini has made no secret of his desire to re-unite with the midfield general having coached him at City.
“For me, he is one of the best players in the world. But he plays for City, and it will not be easy,” Mancini told SkySporte.
“It will depend on him, if he wants to try a new experience in the Serie A.
“Being able to take him to Italy would be a huge lift for the whole championship.”
Toure has netted 9 goals in 26 matches across all competitions, despite a slow start to the season for the English champions.
